33% Renewables Transmission Policy

Request Window open Oct 11 to Dec 10. _________________ The California ISO held a conference call on December 16, 2010 to discuss the 2010/2011 Transmission Planning Process and to provide an additional opportunity for stakeholders to ask questions about information presented at the December 2 stakeholder meeting. On December 2 the ISO hosted the third 2010/2011 Transmission Planning Process stakeholder meeting to discuss the preliminary results of the 33% RPS scenario studies and economic congestion studies. During that meeting several stakeholders commented that numerous questions about methodology and assumptions remained and that there was insufficient time for adequate discussion. In addition, stakeholders requested more clarity on the modeling of transmission projects in the base cases. The ISO will address the above issues during the December 16 call and stakeholders will have the opportunity to ask additional questions regarding the renewable portfolio development presentation. The ISO will add the requested clarifying information to the portfolio development presentation and will post the presentation to its website at http://www.caiso.com/2734/2734e3d964ec0.html by December 13. The ISO has extended the comment period from the December 2 meeting. Comments on topics discussed during the December 2 meeting and December 16 call are due to regionaltransmission@caiso.com by close of business December 22. The California ISO posted Nov 30th the 33% Renewables Portfolio Standards base cases for stakeholder reference. These base cases reflect study assumptions presented during the October 26-27, 2010 stakeholder meeting and are being used to develop the 2010-2011 ISO Transmission Plan. They are available on the Market Participant Portal under the Transmission Planning section at https://portal.caiso.com/tp/Pages/default.aspx . Access to the Market Participant Portal requires that a non-disclosure agreement be executed with the ISO. The ISO will evaluate the submissions as part of the 2010/2011 annual study process. In addition, the submission package for each proposed project is available on the Market Participant Portal under the Transmission Planning section at https://portal.caiso.com/tp/Pages/default.aspx . As part of the annual transmission planning process, the California ISO uses a request window as a centralized mechanism in which project sponsors may submit project proposals for consideration in the ISO transmission plan according to the timeline specified in the Business Practice Manual for Transmission Planning. As identified in the Business Practice Manual for the Transmission Planning Process the Request Window provides a 60-day window for stakeholders to submit project proposals and study proposals to be included in the Transmission Planning Process. The request window will open for the 2010/2011 planning cycle on October 11, 2010. The window will remain open for 60 days through December 10, 2010.
