Renewable Electricity Standard Nov 10 public meeting _________________ The Air Resources Board will conduct a public meeting on November 10, 2010, to discuss the development of the report required by Assembly Bill 1318 that evaluates the electrical system reliability needs of the South Coast Air Basin and provides recommendations for ensuring that the amount and type of fossil generating capacity identified for reliability needs can obtain the necessary approvals to construct and operate. The Renewable Electricity Standard (RES) will reduce GHG emissions by increasing the percentage of electricity generation provided by eligible renewable resources. The RES is effective January 1, 2012. Compliance with the RES timeframe and other implementation requirements will apply independently of California’s 20% Renewable Portfolio Standard (RPS) program. The RES is mandated by the Governor’s Executive Order S-21-09 The Air Resources Board posted the “ Notice of Public Hearing to Consider the Adoption of a Proposed Regulation for a California Renewable Electricity Standard” for the July 22, 2010 Public Hearing in Sacramento. At the request of Governor Schwarzenegger, it was postponed to September 23, 2010. The Governor cited ongoing progress with the Legislature in developing 33% renewables standard as the reason. The Air Resources Board has made available for download the Economic Analysis Tools used in the forming of the Renewable Electricity Standard. The following Economic Modeling Tools are now available: Environmental Dynamic Revenue Analysis Model (EDRAM), Energy and Environmental Economics (E3) RES Calculator, and Bill Impact Calculators (BIC). The Economic Modeling Tools can be downloaded from the Economic Studies Section’s webpage . On May 20 ARB conducted a workshop along with its contractor, E3. An informative presentation indicated that the staff is not limiting use of Tradable RECs in its thinking, but is studying a variety of scenarios of out-of-state vs. in-state renewable resources. See the draft Regulatory Language . The PUC approved at its July 8 2010 meeting, staff comments on the proposed RES. In short, the comments urged ARB to make changes to the RES Regulations necessary to harmonize the RES and RPS Programs in order to avoid administrative complexity and regulatory uncertainty which are both likely to delay implementation of any renewable energy program.
