Deepening the line drawn in the sand over liquefied natural gas jurisdiction, the California Public Utilities Commission denied a request by developer Sound Energy Solutions to stay its investigation of a proposed gas terminal in Long Beach. State regulators and the Federal Energy Regulatory Commission disagree on who has control over siting new liquefied natural gas (LNG) facilities?with federal regulators hoping that courts decide the issue. ?We don?t see why it should go forward at FERC and not at the CPUC,? said CPUC attorney Harvey Morris. He added that the state commission will hold its own set of hearings at a future date. Developer Sound Energy Solutions maintains that going through the state commission?s process instead of relying on federal regulators will ?create uncertainty in and delay in securing new natural gas supplies for California? (I04-04-024).
