The Sunrise Powerlink transmission line is expected to ease constrained power flows, but the San Onofre outage may cause other cascading events over and above this summer\u2019s reliability concerns. The California Public Utilities Commission is set to open an investigation June 21 into the prolonged outage. Among the issues to be debated at the formal hearing process are rates, replacement power, operations, and facilities--both for Sunrise\u2019s owner San Diego Gas & Electric and San Onofre\u2019s owners, according to the draft order. There\u2019s precedent for taking power facilities out of ratebase if they are not being used. The commission has the authority to stop ratepayer contributions for facilities that are no longer considered \u201cused and useful\u201d (Current, March 23, 2012).
