Calling the Federal Energy Regulatory Commission open to reform, federal regulators hosted experts on wholesale markets and competition February 27. Changes, such as California's bid to spread the cost of transmission lines for renewable energy to all users, could be applied to other parts of the country. While that transmission allocation change has yet to be approved, commissioner Suedeen Kelly questioned whether it has merit to apply beyond state borders. In a day of many questions but no consensus, commission chair Joe Kelliher said that deregulation is not commission policy. He promoted a hybrid market instead. "I reject the notion that regulation and competition can't coexist."
