Oil and water don’t mix, and neither do oil, water, and climate change. The trio of ingredients also makes for testy world leadership. The energy highlights from a June 2 draft Earth Summit statement include: -Low-emission strategy--While many nations support “investment in relevant and needed cleaner energy technologies,” the U.S. wants to only “aspire” to it, not “implement” it. Turkey wants to include hydro, Iceland wants to delete it. Canada, Russia, and Norway want to include “sustainable” traditional energy resources. -Efficiency--Under this heading, the European Union wants to increase renewables. -Phase out harmful energy--The G77 (or Group of 77, a subgroup of developing countries at the U.N.) wants to delete the whole item applying to sources that are environmentally or economically harmful. The U.S. wants to specify fossil fuel subsidies, while New Zealand, Russia, and Australia want the phase out to apply to all energy subsidies.
