Blevins, who left last week to join the state Department of Toxic Substances Control. A woman with a utility background is expected to be named to the open CEC position. Schwarzenegger may also announce his pick for the state?s new ?energy czar??a job that faded into the smoke surrounding the energy crisis. Also likely to be announced are the administration?s new replacements for three top-tier California Public Utilities Commission staff positions.
