The budget stalemate has left confirmation hearings of three commissioners on two regulatory bodies in limbo. The state Senate must vote to confirm appointees within a year of their appointments. California Public Utilities Commission member Nancy Ryan and California Energy Commission members Bob Weisenmiller and Anthony Eggert all were appointed by Governor Arnold Schwarzenegger in January 2010. Confirmation hearings by the Senate Rules Committee and full Senate are not expected to occur before a budget deal is reached. A special session may be called to hold the confirmation hearings before the November election, according to some capital insiders.
