Investor-owned utilities were given another reprieve on their 2009-11 energy efficiency plans, which were due to the commission this week. The new due date is July 24. The triennial efficiency plans fall under the California Public Utilities Commission\u2019s \u201cbig bold\u201d joint utility energy efficiency proposal. A draft long-term efficiency framework was developed by Pacific Gas & Electric, Southern California Edison, and San Diego Gas & Electric and released in February. It contained few enforceable goals and recommended shifting much of the efficiency responsibility to customers. The proposal seeks to impose \u201cnet zero\u201d energy consumption for new commercial and residential construction by 2030 A final joint efficiency plan was initially expected to be adopted in May. However, because of delays are not expected to be approved until early next year.
