The Sunrise Powerlink transmission line is expected to ease constrained power flows, but the San Onofre outage may cause other cascading events over and above this summer’s reliability concerns. The California Public Utilities Commission is set to open an investigation June 21 into the prolonged outage. Among the issues to be debated at the formal hearing process are rates, replacement power, operations, and facilities--both for Sunrise’s owner San Diego Gas & Electric and San Onofre’s owners, according to the draft order. There’s precedent for taking power facilities out of ratebase if they are not being used. The commission has the authority to stop ratepayer contributions for facilities that are no longer considered “used and useful” (Current, March 23, 2012).
