New Bill Directs Utility Penalties to Pipe Upgrades

A bill directing any fines or penalties the California Public Utilities Commission imposes on Pacific Gas & Electric, SoCal Gas or San Diego Gas & Electric be used to reduce ratepayers’ cost of replacing pipelines to meet state safety standards was introduced May 31. Assemblymember Jerry Hill (D-San Mateo) and Sen. Mark Leno (D-San Francisco) gutted-and-amended a previous bill, AB 478, making it the vehicle for the legislation. The new version of the bill, which is an urgency measure that would take effect upon passage by a two-thirds vote, is scheduled to be heard next month in the Senate Energy, Utilities, & Communications Committee.
