At the close of the Legislative session this week, the following bills had advanced to the governor’s desk or been already signed into law: AB 1470—By Assemblymember Jared Huffman (D-San Rafael) passed both houses. It establishes a $250 million subsidy program funded by higher natural gas rates to encourage installation of solar water heating systems. Its goal is to get 200,000 solar water systems installed by 2017. It is considered the solar thermal equivalent of last year’s SB1 for photovoltaics. “Harnessing the sun to meet our daily energy needs is a no-brainer, especially in California,” said Bernadette Del Chiaro, Environment California clean energy advocate. SB 558—Signed by the governor September 10, this bill makes technical amendments to the Public Utilities Code so Fresno may transfer its water, wastewater and solid waste functions to a new special district.
