2014 IEPR - Docket No. 14-IEP-1 __________ The schedule for the completion of the IEPR 2014 Update including revised workshop dates is available here . __________ May 20, 2014 post: The schedule was again revised May 13. __________ May 5, 2014 post: The schedule for the 2014 Integrated Energy Policy Report was revised Apr 28. __________ Apr 5, 2014 post: The Energy Commission released a Scoping Order Apr 3 for the 2014 Integrated Energy Policy Report proceeding. The Order sets forth the scope and general schedule, calling for a series of workshops on the usual broad array of topics that are covered in this report through December of this year. A first draft of the report should be available in October, culminating in adoption by the Commission in February 2015. __________ Mar 20, 2014 post: The workshops schedule for the 2014 Integrated Energy Policy Report Update is now available. __________ Feb 20, 2014 post: The 2013 Integrated Energy Policy Report was adopted at the January 15, 2014 Business Meeting and corrections were approved at the February 18, 2014 Business Meeting. The notice and the report are available at: http://www.energy.ca.gov/2013_energypolicy/ With the adoption of the 2013 IEPR, the CEC has begun the process of the 2014 IEPR Update with a draft Scoping Order and a request for comments, due Mar 4. The final Scoping Order will be released in March, workshops on various topics will ensue through July, a draft 2014 IEPR Update will be released in August, and adoption by the full Commission is expected in November of this year. The notice can be found here . __________ Jan 20, 2014 post: On January 15, 2014, the Energy Commission adopted the 2013 Integrated Energy Policy Report. The Final Lead Commissioner Report was posted on December 20, 2013. Additional proposed changes to the report reflect corrections, clarifications, and public comments received on the final report for consideration at the January 15 business meeting. The summary of proposed changes can be found at: http://www.energy.ca.gov/2013_ The Energy Commission's Press Release on the IEPR adoption can be found here . __________ Dec 5, 2013 post: A staff report will be presented for possible adoption by the California Energy Commission during the Business Meeting held Wednesday, December 11, 2013. The staff report, " California Energy Demand 2014 - 2024 Final Forecast " is prepared in support of the 2013 Integrated Energy Policy Report. The staff report presents forecasts of electricity and end-user natural gas consumption and peak electricity demand for California and for utility planning areas within the state and scenarios for additional achievable energy efficiency. The adopted forecast will be used in a number of upcoming planning proceedings, including the California Independent System Operator's (California ISO) transmission planning and the California Public Utilities Commission's long-term procurement planning. __________ Oct 20, 2013 post: The CEC has released the Draft 2013 Integrated Energy Policy Report and conducted the last workshop on Oct 15. The December Business Meeting of the full Commission will consider adoption of the natural gas and electricity forecasts for the next decade, and the January meeting is scheduled to adopt the report as final. The 2013 Integrated Energy Policy Report continues its long tradition of providing a clear-eyed look at, and description of, California's existing energy infrastructure, while offering a clear-headed vision of what the system needs to become in the future. As in the past, it provides huge policy level support for goals and expectations for distributed generation, storage, demand response, biomethane, and renewables, as well as examining other issues such as transmission, natural gas, transportation, and more. _________ Mar 20, 2013 post: Lead Commissioner for the 2013 IEPR Andrew McAllister has released the " 2013 Integrated Energy Policy Report Scoping Order. " In the Order, he identifies various items of interest to onsite generators including: inclusion of net zero energy homes in the Title 24 Building Energy Efficiency Standards by 2020; analysis of barriers to demand response; analysis of impediments that limit procurement of biomethane; and more. The schedule for the proceeding will be as follows: [table id=19 /] As part of the statewide planning process, staf has prepared the report: "New Renewable Generation Needed to Comply with Policy Goals: Update for 2022 Planning." The report's analysis finds that between 23 and 38 TWh of new renewable generation will be required in order to meet a 33% standard by 2020. The report is the update between years when the IEPR is published. The 2012 Integrated Energy Policy Report Update includes additional information on five topics that were originally raised in the 2011 Integrated Energy Policy Report. These topics include: (1) the Energy Commission’s adopted electricity and natural gas demand forecast for 2012–2022; (2) the outlook for and trends in the natural gas market; (3) the potential for increased development of combined heat and power facilities; (4) an assessment of electricity infrastructure needed in Southern California to provide sufficient and reliable power; and (5) suggested actions to support renewable development and help California meet its Renewables Portfolio Standard target of 33 percent renewable electricity by 2020. Barriers identified in the 2012 IEPR Update to increased development of combined heat and power include disincentives under current cap-and-trade rules; cost and regulatory complexity of interconnection rules; costly nonbypassable, departing load, standby, and demand charges; expensive metering requirements; and lack of eligibility for net energy metering. Extensive strategies to promote renewable energy generation are identified and ten specific actions are classified into 5 overall strategies: Strategy 1 : Identify Preferred Geographic Areas for Renewable Development; Strategy 2: Maximize Value Through Appropriate Assessment of Benefits and Costs; Strategy 3: Minimize Interconnection and Integration Costs and Requirements; Strategy 4: Economic Development With Renewable Energy; and Strategy 5: Research and Development and Financing. The due date for submitting written comments is December 22, 2011. Jan 24 the Commission will post the Proposed Final 2011 Integrated Energy Policy Report , and on Feb 8 it will be adopted at the CEC's Business Meeting. _____________ May 5, 2011 post: Chair Robert B. Weisenmiller is the Presiding Member of the IEPR Committee and Commissioner Karen Douglas is the Associate Member, as of Feb 2011. The new Committee revised the IEPR Scoping Order March 30. Revisions to the 2011 IEPR scope include: • Addressing the energy policy priorities for energy efficiency, renewable resources (distributed and utility scale), energy storage, and combined heat and power facilities that are articulated in Governor Brown’s Clean Energy Jobs Plan, along with specific approaches from the California Clean Energy Future roadmap and implementation plan. • Consideration of public safety and energy reliability implications emerging from investigations related to the natural gas explosion in one of the pipelines in Pacific Gas and Electric Company’s natural gas transmission system in San Bruno, San Mateo County, on September 9, 2010. • Review and evaluation of the Public Goods Charge and related program funding, particularly for renewable technologies and public interest research, which were established by Assembly Bill 1890 (Brulte, Chapter 854, Statutes of 1996) and extended by Assembly Bill 995 (Wright, Chapter 1051, Statutes of 2000) and Senate Bill 1194 (Sher, Chapter 1050, Statutes of 2000) through January 1, 2012. Background Senate Bill 1389 (Bowen and Sher, Chapter 568, Statutes of 2002) requires the Energy Commission to "conduct assessments and forecasts of all aspects of energy industry supply, production, transportation, delivery and distribution, demand, and prices. The Energy Commission shall use these assessments and forecasts to develop energy policies that conserve resources, protect the environment, ensure energy reliability, enhance the state's economy, and protect public health and safety." (Public Resources Code § 25301[a]). This assessment and associated policy recommendations are reported and adopted every two years. SB 1389 also requires the Energy Commission to prepare an update in alternate years to provide a progress report on issues raised in the biennial IEPR or to identify new issues that have arisen during the intervening year. This work was overseen by the Energy Commission's IEPR Committee, Chairman Karen Douglas, Presiding Member, and Commissioner Jeffrey D. Byron, Associate Member. Commissioner Robert B. Weisenmiller, Presiding Member of the Electricity & Natural Gas Committee, also attended. Following the workshop, the IEPR Committee established the final plans for an electricity infrastructure assessment project that makes use of demand forecast and resource plan filings from utilities and other load serving entities, and related information developed by other energy agencies. This work is overseen by the Energy Commission's IEPR Committee, Chairman Karen Douglas, Presiding Member, and Commissioner Jeffrey D. Byron, Associate Member, as well as the Transmission and Regional Planning Committee, Commissioner Jeffrey D. Byron, Presiding Member, and Commissioner Robert B. Weisenmiller, Associate Member.
