Navajos Oppose Coalition Reaping SOx Credit Funds

In a motion filed with the California Public Utilities Commission January 20, the Navajo Nation objected to a coalition of tribal and environmental groups seeking funds from the sale of the closed Mohave coal plant's sulfur oxide emission credits. The Navajo nation claimed that the group, known as the Just Transition Coalition, was "threatening to impede and undermine the highly sensitive and critical negotiation among the Mohave Generation Station stakeholders currently underway" to get the plant back on line. The emission credits may amount to $36 million a year and could be used to offset the financial impact from the loss of the Navajo and Hopi tribes' coal sales (Circuit, Jan. 13, 2006). The coalition also seeks to ensure that the polluting coal plant, shut down in response to a consent decree, remains shuttered. In its filing, the Navajo Nation insists that although the Mohave facility was closed at the end of last year, it is ""unreasonable and contrary to the Commission's orders and stated policy" to assume that the plant should be permanently shut down. Mohave owner Southern California Edison wants to keep the plant on standby.
