Generator Interconnection Procedures Phase II

Generator interconnection customers have until March 31, 2011 to request to be included in Cluster 4 as a new project or use the one-time full capacity deliverability option. ___________ _____________ The California ISO took comments on the Generation Interconnection Procedures (GIP) Phase 2 issue paper posted to the ISO website at http://www.caiso.com/2b21/2b21a4fe115e0.html . The work group met as listed below. - March 15 - Work Group 2: Interconnection Queue and Study Processes - March 15 - Work Group 3: LGIP Non-Conforming Provisions - March 16 - Work Group 4: Interconnection Cost and Security - March 17 - Work Group 5: Technical Assessments - March 18 - Work Group 1: Economic Cost-Benefit Test Please submit a request to participate in the work group to GIP2@caiso.com to be included in this process. The California ISO has opened the Cluster 4 generator interconnection request window of the revised interconnection study process. The request window opened on March 1, 2011 and will close on March 31. Customers with new projects seeking energy only or full capacity deliverability status and projects previously studied as energy only that are exercising the one-time option for full capacity deliverability status may submit applications as follows: - New generation interconnection project of any size requests - Submit an interconnection request ( Appendix 1 of Appendix Y ), study deposit and proof of site exclusivity (or optional deposit) in accordance with ISO Tariff, Appendix Y, Section 3.5.1. - Small generation projects (≤ 20MW) currently being studied as part of the Small Generation Interconnection Procedures Transition Cluster requesting the one-time full capacity deliverability option (Appendix Y, Appendix 8, Section 3) - Submit an email to their project manager requesting Cluster 4 inclusion. - Small generation serial projects currently being studied as part of the SGIP Serial Study Group requesting the one-time full capacity deliverability option (Appendix Y, Appendix 8, Section 2.2) - Submit an email to their project manager requesting Cluster 4 inclusion. Interconnection customers electing this one-time option will be notified of the ISO's receipt of their request. They also will be required to sign a deliverability interconnection study agreement and post a study deposit in the amount set forth in Appendix Y, Section 3.5.1, less any study deposit amounts already paid and reasonably anticipated to be paid. - All other small and large generation projects previously studied for energy only that are opting to be studied for full capacity delivery service under the one-time full capacity deliverability option (Appendix Y, Section 8.1.1) - Submit an interconnection request ( Appendix 1 of Appendix Y ) requesting the one-time deliverability option. Interconnection customers electing this one-time option will be notified of the ISO's receipt of their request. They also must sign a deliverability interconnection study agreement which will be sent to them by the ISO and post a study deposit in the amount set forth in Appendix Y, Section 3.5.1, less any study deposit amounts already paid if the generating facility is still in the ISO interconnection queue. A generating facility is considered still in the ISO interconnection queue if it has not been withdrawn and is currently listed as active on the ISO website. Phase II will address carryover issues from Phase I as well as other identified issues raised by stakeholders and the ISO.
