California voters approved Proposition 59, the open-government mandate, by a wide margin. The measure, which won 83 percent of the vote, requires that the provisions of the state?s open records and meetings laws allowing public access be read broadly and those that limit the public?s access to information be construed narrowly. The initiative is, however, not expected to compel the California Public Utilities Commission to open information filed by investor-owned utilities (<i>Circuit</i>, October 26, 2004).
