As a path to goose investment in new solar power, California Public Utilities Commission president Mike Peevey said he'd like to see utilities get a return on investment for solar rooftops, much like the return received on capital investments in power plants during the pre-deregulation environment. "These companies can be tremendous agents of environmental change," Peevey said February 15. He stressed not only investments in photovoltaics but also ones in concentrated solar thermal engines that create electricity from centralized power plants.
