Joe Desmond, Governor Arnold Schwarzenegger?s pick for energy adviser, is spearheading a plan that would establish a forward capacity market to help shore up the state?s generation resources through the use of tradable tags. Desmond has led this effort on behalf of the Silicon Valley Manufacturing Group. Tradable capacity tags would add flexibility to the market by allowing utilities long on load to sell capacity to utilities short on load, according to Gary Ackerman, executive director of the Western Power Trading Forum. Now that Desmond has the governor?s ear, California Public Utilities Commission president Michael Peevey said, this plan could get close attention.
