The ISO has scheduled a reliability services working group call on December 10, 2014 to discuss the comments received on the: 1) second revised straw proposal and 2) discussion at the November 12 commitment costs enhancements call. The objective of this initiative is to develop a methodology for calculating opportunity costs allowing use-limited resources to use the resulting opportunity cost adder in conjunction with the proxy cost option. Once implemented, the ISO will eliminate the registered cost option. This initiative also addresses other commitment cost related issues. During the meeting, the ISO also discussed a Reliability Services initiative topic where the resource adequacy tariff language and rules need to change in order to accommodate the new use-limited definition. This definition will impact resource adequacy rules related to generating bids and residual unit commitment participation.
