RFQ FOR DESIGN/BUILD ENTITY FOR PV PROJECT

Bid #SCC-QECB-2010-DBE The County of Santa Clara wishes to prequalify Design/Build Entities (DBEs) with the demonstrated experience, competency, and capacity to design and build the PV Project, and their Qualifying Team Members with sufficient experience and training to competently manage and complete the design and construction of the PV Project at various county facilities. The County is conducting a two-step selection process. The first step is this Request for Qualifications (RFQ) for evaluation of minimum qualifications to prequalify and establish a pool of responsible DBEs (Qualified Proposers). The selection of Qualified Proposers is performed using the criteria established in Section 4 of the RFQ. Following, the County will issue a separate Request for Proposal to the Qualified Proposers to submit design-build proposals as part of the second step. The design-build proposals will be evaluated based upon best value using criteria established in the RFP. The County may include operations and maintenance service requirements in the RFP and final contract. Only Qualified Proposers will be eligible to submit design-build proposals for the PV Project. The County has successfully reserved California Solar Initiative incentives which have specific milestones that must be met. The County intends to meet these milestones and protect CSI rebates. The DBE will be expected to meet the overall construction schedule by “fast tracking" design and construction and obtaining permits to successfully complete the PV Project within the time and milestones required by the CSI Program. On November 17, 2010, the County secured American Recovery Reinvestment Act of 2009 (ARRA) Qualified Energy Conservation Bond (QECB) allocation in the amount of $24,366,000 as approved by the California Debt Limit Allocation Committee (CDLAC) for Photovoltaic Solar Power Generation Facilities (PV Project). The County intends to use the bond proceeds to install photovoltaic solar power generating systems at various county facilities. At a minimum, the following facilities are included in the Project. The County may add other facilities to the PV Project as needed to meet the program requirements. 1. County Government Center at Berger Drive Buildings and Parking Lot 2. County Elmwood Correctional Facility Main Parking Lot 3. County Sheriff Complex and Main Parking Lot 4. County Facility at 1993 McKee Rd. If the County determines the question(s) posed have material impact to the RFQ, an addendum to the solicitation will be issued.
