Votes on competing decisions to provide subsidies for installing solar rooftops in disadvantaged communities were postponed by the California Public Utilities Commission April 25. Both decisions would provide $10 million/year to the Disadvantaged Communities Solar Homes program, funded by revenue from the Air Resources Board’s carbon allowance market auction. Also included in both decisions is a low-income Green Tariff program. The alternative decision also would approve a community solar option for low-income renters and those with homes unsuitable for solar energy rooftops. The April 26 vote was moved to the May 31 meeting. The California Air Resources Board is expected April 27 to strengthen its low carbon fuel standard regulation through 2030 in line with the state’s greenhouse gas reduction goals. Under proposed amendments, the Air Board would enhance low carbon credit for zero‑emission vehicle fueling infrastructure. It also would enable credit generation for carbon capture and sequestration projects involving fuel production. California is not leading on community solar, a report by the Smart Electric Power Alliance found April 25. Among investor-owned utilities, Xcel in Minnesota, National Grid/Eversource in Massachusetts, and Xcel in Colorado boast the largest utility-administered programs in the nation. Among publicly owned utilities, the city of Tallahassee utility leads the league along with Salt River Project in Arizona, followed by Lincoln Electric System in Nebraska. The report also found that Hawaii Electric, Austin Energy, Oklahoma Gas & Electric, and Meeker Cooperative Light & Power Association have developed innovative programs that are leveraging other types of distributed resources, including such things storage systems and solar water heaters. Financial institutions are increasingly focused on responding to climate change risks, according to a provider of climate risk intelligence, Four Twenty Seven. It strives to increase the accessibility and understanding of climate data. On April 25, it released a guide on climate models and data from a business or government perspective to help financial firms integrate the information into enterprise risk management, financial risk modeling processes, and capital planning. “ Using Climate Data unpacks the process through which raw climate data is transformed into usable metrics, such as future temperature projections, to help financial, corporate and government users productively incorporate climate-based analytics into their workflows,” 427 says of its primer.
