Small Generator Interconnection Procedures

The Federal Energy Regulatory Commission approved the California ISO generator interconnection reforms at the December 16, 2010 Commission meeting. This order, effective December 19, 2010, will enable the ISO to conduct its interconnection study process in a more streamlined and efficient manner. Small generator interconnection procedures (SGIP) customers must email their project manager by December 27, 2010 if they wish to be included in any of the following activities: - Remain in the serial study process (if eligible to do so) - Enter the SGIP transition cluster to the GIP cluster study process - Be studied as full capacity status On December 17, 2010 the ISO notified all active small generator interconnection customers of this requirement by e-mail. The email included the spreadsheet titled SGIP Projects in SGIP Serial Process or in SGIP Transition Cluster . The spreadsheet indicates which projects are eligible to remain in the current SGIP serial study process and which projects will be included in the SGIP transition cluster. For More Information Contact Your project manager or Robert Emmert at Remmert@caiso.com The California ISO hosted a stakeholder meeting on April 12, 2010 to discuss issues that may be addressed through modifications to the small generator interconnection procedures later this year. These procedures pertain to connecting generating facilities sized at 20 megawatts or less to the ISO-controlled grid. The ISO recently experienced a significant increase in the number of small generation projects seeking interconnection to the ISO controlled grid. The increase exacerbated problems inherently associated with processing a large number of requests serially and revealed areas of the ISO Small Generator Interconnection Procedures (SGIP) process that need improvement. To accomplish improvements to the SGIP, the ISO initiated a stakeholder process to obtain interested party participation to evaluate and consider SGIP modifications. On May 26, 2010 the ISO posted the Generator Interconnection Procedures - Straw Proposal , which is the first attempt to resolve issues identified in an April 1 issues paper. The ISO conducted a stakeholder meeting June 3, 2010 to discuss the ISO’s straw proposal for modifications to the small generator interconnection procedures. The straw proposal contemplates combining the SGIP and LGIP into a single annual cluster study process. The combined generator interconnection procedures are being streamlined to maintain the intent of the small generator interconnection procedures and improve the process based on the previous generation interconnection reform process. The ISO is also proposing an independent study process as an option for interconnecting to its controlled grid. The straw proposal provides two options for energy-only deliverability status projects to be considered through a deliverability assessment. The California ISO held a stakeholder meeting July 27, 2010 to discuss its final draft proposal to modify the generator interconnection procedures. The ISO posted the draft to its website at http://www.caiso.com/275e/275ed48c685e0.html Comments on the proposal were due August 3, 2010. The California ISO posted an addendum to the Small and Large Generator Interconnection Procedures draft final proposal to its website at http://www.caiso.com/275e/275ed48c685e0.html and scheduled a stakeholder conference call on August 20, 2010 to discuss the addendum. The addendum is based on stakeholder comments received from the stakeholder meeting on July 27. The California ISO posted the technical bulletin “Partial Deliverability Analysis for Generation Interconnection Transition Cluster Phase II Projects” to its website at http://www.caiso.com/docs/2002/06/11/2002061110300427214.html . The technical bulletin outlines the requirements full capacity interconnection customers in the current transition cluster must meet to participate in a one-time assessment to enable them to be included in an assessment that is intended to project levels of expected deliverability during construction of transmission upgrades. Interconnection customers needed to submit a request in writing, via email, to their assigned ISO project manager with a copy to Robert Emmert at remmert@caiso.com no later than September 7, 2010. The advisory-only analysis was performed in September 2010 and only applied to the construction years of the needed transmission upgrades in the period from the start of commercial operation and the completion of the transmission network upgrades identified as needed for that facility to have full capacity deliverability status. The modifications merge the small and large generator procedures into one process. The ISO hosted a conference call on October 12, 2010 to discuss stakeholder comments and questions.
