Calling his legislation a “main alternative to the divisive cap-and-trade approach” to climate change, Senator Richard Lugar (R-IN) introduced the S. 3464, the Practical Energy & Climate Plan last month. It sets vehicle emission efficiency standards, building efficiency performance standards, diversifies the national power portfolio, and sets measurement systems for national climate programs. For instance, it supports retiring the oldest coal plants while at the same time expanding loan guarantees for new nuclear facilities.
