The Western Area Power Administration is seeking year-long renewable energy certificates for U.S. Environmental Protection Agency buildings, including 2,275 MWh for the agency?s San Francisco office. Although initially for 12 months, the deals could run as long as three years if granted extensions. WAPA issued a request for proposals August 4 for green tags?not renewable power per se, but tags representing alternative-energy attributes that must be backed by new resources. Solar, wind, geothermal, and biomass facilities qualify if they commenced operation on or after October 1, 2001. The agency is seeking the green tags because it is too difficult or costly to feed green power into the facilities, said LaVern Kyriss, WAPA spokesperson. The green tags must pass WAPA?s ?best value determination,? and the deadline for submissions is September 9. The start date for successful green certificate bidders is November 1.
